Ministry of Education establishes guidelines for coaching institutes; restricts admission of kids under 16 years

The recommendations were issued in response to government concerns about an increase in student suicides, fire events, a lack of equipment in coaching situations, and the instructional methodology used by them.

Following to new guidelines issued by the Ministry of Education, coaching facilities cannot enlist students under the age of 16, make deceptive claims, or guarantee rank or excellent scores.

The criteria for regulating coaching institutions have been developed to fulfil the requirement for a legal framework while also managing the unregulated proliferation of private coaching facilities.

It comes after the government received complaints about an increase in student suicides, fire events, a lack of amenities in coaching situations, and the instructional methodology used by them.

“No coaching facility shall hire teachers with less than a graduate degree. Institutions cannot make deceptive promises to parents or guarantee a rank or excellent grades for enrolling kids in coaching centres. The institutes do not accept students under the age of 16. The instructions stated that students should only enter after completing their high school examinations.


“The educational institutions are unable to release or trigger to be released or take an interest in the distribution of any deceptive advertisement associated to any assert, either explicitly or implicitly, of the level of instructing or the amenities offered therein or the outcome obtained by these coaching center or the pupil who attended such class,” according to the statement.

Any instructor or anyone who has been guilty of a moral turpitude-related offence cannot be hired by the coaching centres. A centre will not be recognised until it has a mediation system that meets the requirements of these rules.

“Coaching institutes must maintain an internet presence with current information of the competence of teachers, courses/curriculum, the time required for fulfilment, dormitory amenities, and the costs that are being imposed,” according to the regulations.

According to new recommendations, due to intense rivalry and academic strain on pupils, coaching centres ought to take precautions to protect their mental health and may conduct courses without placing them under undue stress.

The appropriate governing body may take steps to guarantee that the coaching facility develops and makes a counselling system readily available to students and parents.

Trained counsellors might be recruited in the coaching facility to provide excellent assistance and counselling to pupils and parents, according to the requirements.

Additionally, it said that teachers “may undertake instruction on psychological concerns to deliver information safely and effectively to pupils regarding their areas of growth”.

The rules outlining the foundation for mental health came in the wake of student suicides in the coaching hotspot Kota in 2023. The dramatic rise in the frequency of student suicides raised several concerns about the coaching profession.

According to the rules, tuition costs for various courses and curricula must be fair and reasonable, and receipts for the amounts collected must be provided.

If the student stays at the coaching centre’s hostel, his or her hostel and mess fees, among other things, will be repaid. Under no circumstances can the charge for which a registration has been made for a certain course and duration be increased throughout the course’s validity,” it stated.

The Centre proposes penalising coaching facilities up to ₹1 lakh or cancelling their registration for charging outrageous rates that induce undue stress, resulting in student suicide or other malpractices.

To guarantee effective supervision of coaching educational institutions, the government has suggested registering new and current centres within three months of the guidelines going into force.

The state government would be in charge of monitoring the coaching centre’s operations and inquiring about any coaching centre’s compliance with registration requirements and satisfactory actions.
